Is it good or bad that 40 states help their needy more than Maine?

A recent ranking from the conservative group, the Cato Institute, ranks Maine 41st in the nation in supporting its most needy. Political analysts Phil Harriman and Ethan Strimling debate whether that is where we want to be, whether we should do more, or whether it is too high.

Additionally, next Tuesday, Maine voters will be going to polls and the only statewide items on the ballot are five bond questions, totaling more than $150,000,000. Which of them deserve passage?
